Edward Burke, chairman of the finance committee of the Chicago Municipal Council, announced the proposed decision to lift the ban on the sale of spray cans of paint to underage residents of this American city.

It is characteristic that in due time, namely 24 years ago, it was Burke who initiated the introduction of such a ban. Then the official argued his decision by the fact that the uncontrolled sale of spray cans spoils municipal property due to its coloring by graffiti lovers.

Now, Mr. Burke is changing his mind to the exact opposite. However, with significant changes and limitations. In particular, the owners of city stores selling such products will now be required to post warning signs in the relevant departments about criminal liability for committing vandal acts. It will also be prescribed that such products should not be inserted in a place convenient for inspection by visitors, that is, placed on the extreme lower shelves of racks. At the same time, for Chicago teens who will be caught in illegal graffiti, a system of fairly severe fines will be introduced.
